Though the right to personal hearing is not prescribed under the Statute, the Draft Development Plan along with the objections of the Petitioners raised as long ago as in 2023, have now been placed before Respondent No. 1.

Considering that the objections are quite old and the decision is to be taken expeditiously by following the due procedure laid down in law, we direct that the Respondent No. 1 would deal with the Talwalkar
