The Petitioners claim to have a written permission to erect a Pandal and celebrate Navratri over nine days. On the same ground, Respondent No.4 has also received a written permission for the same purpose. Both these parties have also received the NOC from the land owner. Both dispute each other's permissions.

The contesting parties submit that since this matter pertains to a Panchayat Samiti and the Nagar Parishad of the same area, let the Chief Executive Officer, Zilla Parishad, Thane ('CEO') look into the said issue.

In view of the aforesaid statements, let this dispute be placed before the CEO, Zilla Prishad, Thane, in order to resolve the matter.

The learned Addl. Government Pleader is requested to communicate to the CEO, Zilla Parishad, Thane to grant audience to Petitioner Nos.1, 2 and Respondent No.4, at 4:00 p.m. today, to resolve the issue. We caution these parties that they would behave well while maintaining the dignity and decoram of the Office of the CEO, during the hearing.

Since this order is dictated in the open Court and the learned Addl. Government Pleader is requested to convey to the CEO, Zilla Parishad, Thane, parties need not wait till the order is uploaded.
