In view of the limited prayer advanced by the petitioner, we dispose of the petition in terms of the following order; : O R D E R :

(a) Respondent No.3 shall decide the proposal dated 9th April, 2025 (Exhibit F colly, page 35 of the Writ Petition) within a period of sixteen weeks from the date of receipt of this order, on it's own merits. (b) Needless to mention that if any deficiencies are noticed, respondent No.3 shall give an opportunity of hearing to respondent Nos.5 and 6.
