Present petition has been filed mainly to direct respondent No.1 to grant approval to the proposal for establishing a new Government Veterinary Clinic/Hospital Grade-1 at Moha, Taluka Kallmb, District Dharashiv, and to direct the respondent to take appropriate steps for establishing the same. The alternate prayer is to direct respondents to decide the representation/complaint dated 17.02.2025 and 26.08.2025 preferred by the petitioner.

The petitioner is resident of village Moha and submits that there is no animal hospital/clinic in the nearby vicinity of his village. Therefore, the Grampanchayat of Moha passed a resolution on

{2} 02.05.2017 for establishing a new Government Veterinary Clinic/Hospital. The said resolution was submitted to respondent No.7. Respondent No.9 had then forwarded the said proposal to respondent No.8. The respondent No.7-Zilla Parishad, Dharashiv held the General Meeting on 31.10.2017 and granted approval to the project. It was then forwarded to respondents No.3 and 5 by respondent No.8. Respondent No.5 has then forwarded the said proposal. Thus, it can be seen from the pleadings that those proposals and representations are still pending with respondent No.1. We are therefore asked the learned AGP to take instructions that when the Government is going to decide the said proposal/representation by the petitioners.

Upon instructions, learned AGP submits that respondent No.3 has forwarded the said proposal to respondent No.1. Taking into consideration the policy and the senses in respect of the animals, the proposal is required to be decided. When the proposal is forwarded then at the governmental level, it is expected that some complete decision should be taken within a reasonable time. Even the State cannot sit over the file for months or years together. Now, in the present petition, the appropriate authorities at the ground level have stated that there is a necessity to establish Government Veterinary Hospital/Clinic. The Government would then be within its powers by adopting proper
