Present petition has been filed for direction to respondent Nos. 3 and 4 to issue PAP certificate in the name of petitioners as per the policy. The consequential prayer has also been prayed. 2.

Learned Advocate for the petitioners then point out that on the same issue i.e., in respect of certificate for project affected persons, the Government by resolution dated 24.10.2025, formulated a committee to give recommendations to the Government and it is in respect of respondent No. 2 University. The said Government Resolution has been taken on record by marking Exhibit 'X'. 3.

When we heard the matter on 17.01.2026, he made a statement that he is not aware as to whether the committee has submitted its report to the Government or not. We had directed the 7-WP-14327-2025.odt

learned AGP to take instructions.

The learned AGP submitted that the committee submitted its report to the State Government dated 31.12.2025. The said communication is marked as Exhibit 'Y'. The said report reached the Government on 07.01.2026. By another letter of the Desk Officer addressed to learned AGP, which is now taken on record by marking Exhibit 'Z'. In the said letter, it is stated that the State Government will take decision on the said report within a period of two months from today.

Learned Advocate for the petitioners submits that though the prayer clause was in respect of the directions to issue PAP certificate to the petitioners; however, if the Government would take the decision on the report wherein the grievance of the petitioners is addressed then the petitioners would be satisfied with the same. 6.

In view of the said statement and the assurance given on behalf of the respondent No. 1 that the decision would be taken on the report submitted by the committee within a period of two months from today, we dispose of the writ petition by giving directions accordingly.
