Present petition has been filed mainly for directions to respondent No.2 to decide the revision application No.31/2022 dated 23.11.2021 filed by petitioner, however, learned Advocate for petitioner submits that respondent No.5 has also filed revision before the same authority and he has been served with notice. He appeared before the Hon'ble Minister and requested him to give the copy of revision application, however, it was not supplied. When such request was made twice, it was then told to him that the matter pertaining to respondent No.5 has been closed for orders on 08.10.2025, which is without hearing the petitioner.

934_WP_14674_2025 Learned AGP waives notice for respondent Nos.1 to 4. When asked, as to when decision would be taken, learned AGP submits that since today is the Saturday, she has not received instructions, as there is holiday in Mantralaya.

When the matter pertains to the same cause or the subjectmatter is the same, then it was expected from Respondent No.2 to hear both the revision applications together. We hope that respondent No.2 has not taken any decision on the petition filed by respondent No.5 as on today and, therefore, we dispose of the writ petition by directing respondent No.2 to club both revision applications i.e. one filed by petitioner and another filed by respondent No.5.

We direct the petitioner to appear before the Hon'ble Minister on 23.01.2026, whereupon the copy of petition filed by respondent No.5 should be made available to respondent No.5.

Respondent No.2 to give opportunity of hearing to petitioner in respect of revision petition filed by respondent No.5 and vice versa and then respondent No.2 to take the decision on its own merits on both the revision petitions, within a period of three months from today.
