Leave to amend to correct the cause title insofar as respondent no. 5 is concerned by incorporating Union of India as the respondent. Let amendment be carried out during the course of the day and the amended copy of the petition be served on the respondents.

Issue notice to the respondents, returnable on 22 January, 2026. Learned AGP waives service for respondent no. 1.

In addition to Court Notice, learned advocate for the petitioners is permitted to serve the respondents by private notice by all permissible modes and place on record an affidavit of service before the returnable date. 4.
It is clarified that if the respondents despite service are not represented on the adjourned date of hearing, the Court shall proceed to hear the learned counsel for the petitioners on the prayers for interim relief and pass appropriate orders. 5.
