Pursuant to orders dated 17.11.2025 and 20.01.2026, it is prima facie pointed out by Ms. Musale, learned Advocate appearing for Respondent No.3 that Statutory Appeal against the impugned order filed by another party to the proceedings is pending before the Collector. In that view of the matter, Petitioner is directed and permitted to join the said Appeal.

In fact, Ms. Musale points out that Petitioner has already appeared before the Collector. In that view of the matter, Statutory Appeal before the Collector is directed to be heard and decided on 9th February 2026 or thereafter which is the next date before the Collector in accordance with law.

Collector is directed to pass a reasoned speaking order after hearing all parties.

All contentions of the parties are expressly kept open without this Court gives any imprimatur on the facts or opinion on the merits of the matter.

Parties are directed to complete their respective pleadings before the concerned Competent Authority.
