In all these matters, we have passed an order on 15th October, 2025. We are informed by the learned Additional
Government Pleader that the order has been implemented as regards three persons. For the remaining three persons, steps are being taken now. We reiterate that the remaining three persons should be treated at par with those who have benefited from our interim order dated 15th October, 2025, forthwith. Needless to state, the earlier order passed on 15th October 2025, would apply to all these Petitioners before us today in all these Petitions. 2.
The learned AGP submits that a decision in all these matters would be taken by the Deputy Commissioner Disabled Welfare, Respondent No.2, will forward the proposals to Mantralaya and Respondent No.1 would deal with the said proposals and pass appropriate orders. This exercise would be completed within two weeks.

Needless to state, the grievances of the Petitioners as regards stoppage of their unpaid salaries will be dealt with by Respondent No.1, primarily keeping in view that, none of these Petitioners were heard or were granted an opportunity of hearing, when they suffered unilateral cancellation of the NOC.

As regards the Applicants (who are the Petitioners) in Interim Application No. 1339 of 2025, they would be at liberty to initiate an appropriate proceeding in this Court for the grievance voiced in the Application. With this liberty, the Interim Application is disposed off.

In view of the above, these Writ Petitions are disposed off.
