Prima facie, the orders dated 25 April 2023 and 12 May 2023 cannot be termed as a "decision" or "order" as contemplated under Section 154 of the Maharashtra Cooperative Societies Act, 1960. Hence, the order passed by the Revisional Authority prima facie appears to be without jurisdiction.

Hence, until further orders, there shall be ad-interim relief in terms of prayer clause (b).
