Heard Mr. Punjabi, learned Advocate for Petitioner and Dr. Kapadia, learned AGP for Respondents - State. 2.

Since the Petitioner has made averments in the Petition that he was not heard by the Revenue Minister of the State before passing the impugned order on 24.11.2025, this Court will have to step in. Hence issue notice to Respondents.

Any action in furtherance of the impugned order dated 24.11.2025 stands stayed forthwith. All parties shall maintain status quo.

Copy of the Petition is handed over to Ms. Kapadia, learned

904.WP.16160.2025.doc AGP for the State in Court. She is directed to take appropriate instructions from the concerned Respondents on whether the Petitioner was heard or otherwise and accordingly apprise the Court on the next adjourned date.

In the event if Petitioner has not been heard, it shall be informed to the Court accordingly so that appropriate order can be passed for hearing the Petitioner on the Application seeking conversion of the subject land from occupancy Class II to occupancy Class I. 6.

Stand over to 9th December 2025. To be placed under the caption 'For Directions'.
