We have considered the submissions of the learned Advocate for the Petitioner and the learned AGP. We have perused the impugned order dated 14th November, 2025, in the backdrop of the earlier order passed by the Writ Bench dated 21st August 2025, in Writ Petition No. 5095 of 2023.

The learned AGP submits, on written instructions received from the Deputy Secretary, Urban Development Department, State of Maharashtra, that the impugned order would be withdrawn and a fresh hearing would be granted to the Petitioner. The Petitioner may appear before Respondent No. 1 on the date recorded in this order. The photostat copy of the written communication dated 10th December 2025, is taken on record and marked as 'X' for identification.

In view of the above, this Writ Petition is disposed off by recording that the impugned order stands withdrawn. 5.
The Petitioner would appear before Respondent No. 1 on 5th January, 2026, at 3.00 p.m. Formal notices are dispensed with. Respondent No. 1 would conduct a hearing by following the procedure laid down in law and would pass a reasoned order in the light of the statement made in communication 'X'. The hearing before Respondent No. 1 would be concluded by 20th January 2026, after which the matter would be closed for orders. Thereafter, a final reasoned order would be passed on or before 20th February, 2026.
