The proposal forwarded by the Management seeking approval to the appointment of Petitioner no. 1, has been rejected on the ground that the appointment was made de-hors the 'Pavitra Portal'.

The learned AGP points out a Judgment dated 16th October, 2025 delivered by this Court in Kum. Ratna Ramesh Salunke Vs. The State of Maharashtra), Writ Petition No. 6949 of 2025 wherein this Court has laid down the procedure to be followed by the Education Officer as well as the Management for dealing with the cases wherein, appointments were made by ignoring the Pavitra Portal.

In view of the directions set out in the Judgment in Kumari Ratna Ramesh Salunke (supra), the impugned order is set aside only for the reason that the said procedure was not followed. The Petition is, therefore, disposed off by restoring the proposal to the office of the Education Officer Secondary, Zilla Parishad, Pune. The guidelines set out in Kumari Ratna Ramesh Salunke (supra) shall be followed. The Management shall fully co-operate. After a detailed verification exercise, a reasoned order would be passed by the education officer within a period of 90 days. 4.
