The petitioner appearing in-person is not carrying a copy of the writ petition. He has a book in his hand with reference to that he intends to argue the matter without any factual background. His grievance is that contrary to the transfer policy/rules, which provides only two transfers in course of service of a government employee, he has been transferred on the third occasion from Jaipur to Mumbai. The Tribunal has noted his conduct in paragraph no.23 of the judgment dated 11th July 2025 passed in O.A. No.225 of 2025.

We may also indicate that we offered him to engage services of a lawyer through legal aid, but he has declined to engage any lawyer.
