Considering the solitary substantive prayer put forth, we have no reason to issue notice to the parties. The learned AGP has caused an appearance on behalf of Respondent No.3. 2.
The Petitioner's only grievance is that an Application dated 18th March 2025, seeking a Revised Commencement Certificate for the development of his project, is pending with the Chief Officer, Khalapur Nagar Panchayat, for almost ten months. He prays that the Authority should follow the due procedure, and decide the fate of his Application. We find that an innocuous relief is sought for.

In view of the above, this Writ Petition is disposed off with a direction to Respondent No.1 to deal with the pending Application of the Petitioner dated 18th March 2025, by following the due procedure laid down in the law, and pass a reasoned order within a period of 45 days from the date of service of this order. 4.
The Petitioner would serve a copy of this order, obtained from the Official Website of the Bombay High Court, on Respondent No.1 by Speed Post (AD).
