The petitioner no. 1, who claims that he is a Reporter, Editor and Publisher of weekly newspaper, namely, "Jagruk Crime Times", is seeking a direction to the respondent nos. 1 to 5 to remove the encroachment made by the respondent no. 6. This petitioner no. 1 is joined by one Sujit Anant Kadam, who states that his occupation is service and is involved in various social activities, seeks a direction for registration of criminal complaint against the said encroacher who has raised unauthorised construction on Gurcharan land in Survey No. 13/A situated at village Netivali, Taluka Kalyan, District Thane.

This Public Interest Litigation does not comply with the Rules 5 and 7 of the Bombay High Court Public Interest Litigation Rules, 2010. The petitioners nowhere have provided any description of the social work undertaken by them. This Public Interest Litigation is a
9-PIL.128.2025.doc targeted attack on the respondent no. 6 and the reason for that is not easy to find out.
