We are of the view that the application suffers from delay and latches. We also find that out of three respondents, respondent no. 2 - The State of Maharashtra through Secretary, Food and Civil Supplies Department, Mantralaya, Mumbai is not seeking review of the order. We further note that respondent no. 1 is made party through legal representatives, whose names and addresses are not disclosed and, therefore, notice could not be issued to the contesting respondent. The application is accordingly rejected.
