Heard learned Counsel for the respective parties. (2) The grievance of the Petitioner is that though he has made representation to the Respondent No. 3 - Management and Respondent No. 4 - School requesting to grant benefit of Graduate Teacher in view of increase of quota of Graduate Teacher from 25% to 33%, however, the Management rejected the said representation of the Petitioner without granting any opportunity of hearing.

(3) It reveals that there is no prayer against the State Authorities and only against the Management.
