The case of the petitioner is that it is a General Policy of the State Government to allot and reserve the percentage of work for the Labour Co-operative Societies, as the Public Works, Irrigation and Rural Development Departments are following the said Policy by reserving 33% of the available work for the Labour Co-operative Societies. 3.

It is urged before us that the Departments of Housing, Urban Development, Industries, Energy and Labour, Co-operation, Marketing and Textile are not adhering to the General Policy of the State Government as the 33% of the schedule works should have been reserved for the Labour Co-operative Societies.
