Although elaborate arguments were advanced by both sides on merits of the matter, it is revealed that notices were not issued in the instant petition and many respondents are not served. Considering the controversy involved, issue notice to the respondents, returnable on 10th November 2025.

Learned AGP waives service of notice on behalf of respondent Nos.1 to 4, 22 and 23-State. Advocate Mr. V.G. Dhage, who appears on caveat, waives service of notice on behalf of respondent Nos.7 to 17, 19 and 20.

Learned Advocate for the petitioner seeks liberty to delete the name of respondent No.6.
