On invitation of proposal for starting GNM college by the respondent No.2, the petitioner applied for the same and accordingly, an inspection was conducted wherein some deficiencies were noticed and, therefore, a communication dated 11.6.2024 was issued stating that the proposal of the petitioner was not forwarded for the reasons stated in the said communication, which is impugned in the present petition.

The petitioner subsequent to the same, cured the deficiencies. Thereupon, the respondent No.2 forwarded the proposal to the Principal Secretary i.e. respondent No.1.

In the letter forwarding the proposal to the respondent No.1, the respondent No.2 has categorically recorded that the deficiencies came to be cured and now the petitioner is eligible to start GNM course. However, it further says that since as per the prospective plan there is no requirement of GNM college in Buldhana district, the recommendation is not made for grant of permission by the State. 5.
In that view of the matter, we are of the opinion that since proposal is forwarded to the State and it is pending with the State
wp3681.2025.odt Government, the State Government shall take necessary decision on said proposal.

Needless to say that the State Government may take decision on its own merit as per the provisions of law. It is further directed that respondent No.1 shall take decision within next one month. 3.
Learned A.G.P. undertakes to communicate this order to respondent No.1.

Writ petition is disposed of. No costs.
