It is argued that, despite the separate fourteen technical sanctions and two different administrative sanctions to the works to be carried out in fourteen different villages, the Zilla Parishad clubbed all the works together and thereby denied an opportunity to the small contractors who otherwise could participate if the works are not clubbed together.

Issue notice to the respondents, returnable on 14.08.2025.

The learned A.G.P. waives service of notice for the respondents/State.

The petitioner is permitted to serve the remaining respondents by private mode, in addition to regular mode of service and file an affidavit of service by next date, failing which the petitioner shall deposit costs of Rupees Five Hundred with the High Court Gazetted Officers' Association, Nagpur.
