Learned Advocate for the petitioner submits that the petitioner has participated in various tenders. In all the tenders the date for opening of technical bid was 5.5.2025. However, the technical bids were opened on 15.7.2025 and within three hours all the eight bids of the petitioner came to be rejected. It is argued that though there is a provision to give an opportunity or to get clarification if there is any doubt to the authorities, no such opportunity was granted. It is argued that the documents, which according to the respondents are not filed by the petitioner, are part of the tenders of the petitioners. He, therefore, submits that on a frivolous and vexatious ground the tenders came to be rejected.

Issue notice to the respondents, returnable on 4.8.2025. 3.

Mr. H.R. Dhumale, learned A.G.P. waives notice for respondent Nos.1 and 2.

The petitioner is permitted to serve the other respondents by private mode of service in addition to regular mode of service and file an affidavit by next date of hearing, failing which the petitioner shall deposit costs of Rs.500/- with the High Court Gazetted Officers' Association, Nagpur.
