It is argued that period of seven months is lapsed after the opening of technical bid and finding the petitioner as qualified, the respondents have not open second envelope i.e. the financial bid. It is argued that there is no reason for delaying the tender process. 2.
There is apprehension in the mind of the petitioner that to favour one particular bidder, there is every possibility that the respondent No.2 may cancel the tender.

Issue notice to the respondents, returnable on 25/08/2025.

Learned Addl.GP waives service of notice for respondent No.1.

The petitioner is permitted to serve the respondent No.2 by private mode, in addition to regular mode of service and file an affidavit by next date, failing which the petitioner shall deposit costs of Rupees Five Hundred with the High Court Gazetted Officer's Association, Nagpur.
