He requests this Court to grant permission to add the Secretary of APMC, Nandgaon Khandeshwar, District Amravati as a party respondent in his personal capacity. Permission is granted.

Amendment to be carried out forthwith.

After amendment is carried out, issue notice to the newly added respondent, returnable on 07/11/2025. 5.

It is made clear that, considering the manner, in which, prima facie Mr. Amit Mohod, Secretary of APMC, Nandgaon Khandeshwar has acted, the Court will have to take appropriate call including call to test the entire tender process.

According to the learned counsel for the petitioner, financial bids are finalized and the sale certificate is yet to be issued.

In that view of the matter, we direct respondent no. 2 not to issue sale certificate to the Successful Bidder. 8.
