The petitioner's contention is that the impugned notice dated 13.11.2025, under Section 227 of the Maharashtra Land Revenue Code, is in fact in the nature of a decision. Learned Advocate for the petitioner has placed reliance on the judgment of the Coordinate Bench of this Court in the case of Hukumchand Shankarlal Gandhi Vs. State of Maharashtra and Anr, [2007 SCC Online Bom 13]. 3.

Having regard to the contentions advanced and keeping open the issue of maintainability of the petition, issue notice to the respondent, returnable on 12th December 2025. 4.

Learned AGP waives service of notice on behalf of sole respondent-State.
