1. The petitioner's claim pertains to the right of access to clean water, a fundamental right guaranteed under Article 21 of the Constitution of India.

The petitioner has alleged that the existing galvanised steel water supply pipeline (GI pipe) which was installed around 50 years ago, and which functions as the main water supply network to his house has deteriorated by the passage of time leading to persistent water leaks, corrosion, rust, decay, low water pressure and other plumbing related issues, which imperatively needed substitution.

2. On the last date of hearing, we had asked the Additional Government Advocate to take instructions in this regard. Today, he 29th April, 2025

WP 174 of 2025 makes a categorical statement that the Public Works Department (respondent no.6) is ready to lay down pipelines subject to costs being borne by petitioner, to which petitioner accepted his willingness. He, however, submits that the respondent nos. 8 and 9 are the ones who disputed to installation of the pipelines. Therefore, notice be issued to respondent nos. 8 and 9.

3. In the wake of the aforesaid, issue notice to respondent nos. 8 and 9, by making it returnable on 18/06/2025.

In addition to Court notice, notice is also permitted to be served through private service.
