The Bailiff report shows that Respondent No. 2 is deliberately avoiding service of notice.

2. Learned Counsel for Respondent No. 13-Panchayat submitted that the Secretary of the Panchayat, Mr. Shrirang Agrasani, is refusing to file the affidavit in reply. He also tendered the status report, which we have taken on record. The status report mentions that the PWD Officers as well as other Officers of other various Departments are avoiding to co-operate in demolition cases.

3. Considering the situation, the following order is passed:- O R D E R (a) Mr. Shrirang Agrasani, Secretary of the Village Panchayat of Assolna, shall remain personally present before the Court on 17.12.2025.

(b) On the next date of hearing, the learned Additional Government Advocate shall explain as to why the Officers of various Departments are not co-operating with the demolition process.
