Having heard the respective counsel, we are of the view that the parties to the petition can appear before the State Government as we have quashed and set aside the order dated 08/10/2025 for fresh decision as we have observed that the order was passed without considering the adverse Kavita

2. That being so, we permit the respective parties to appear before the State Government on 19/05/2025.

3. Once the State Government passes an order and serves on the parties, the same shall not be given effect for a period of four weeks.
