Heard Mr. P.B. Pail, learned Amicus Curiae appearing on behalf of the petitioner, and Mr. Subir Kumar, learned counsel appearing for respondent No.3. 2.

The present application has been filed on behalf of the petitioner seeking a direction from this Court to continue the registration of farmers for selling their cotton at the CCI Centres under the MSP Scheme beyond 31st December, 2025, till the end of the cotton season 2025-26.

Mr. Subir Kumar, learned counsel appearing for respondent No.3, submits that he has received the present application last night and, therefore, seeks time to file reply thereto. However, Mr. P.B. Patil, learned Amicus Curiae, points out the urgency in the matter, submitting that the period of registration is to expire on 31st December, 2025, and hence some interim order is required to protect the interests of the farmers.

Mr. Subir Kumar, learned counsel, submits that the Scheme was floated on 1st September, 2025 for a period of one month, during which the registration period was prescribed. Considering the interests of the farmers, the registration period was further extended on 1st October, 2025 for a period of two months, and thus the registration is continuing till 31st December, 2025. Having already granted two extensions and given wide publicity to the said Scheme, it would not be appropriate for respondent No.3 to further extend the registration period beyond 31st December, 2025. 5.

However, considering that the MSP Scheme has been floated by the Union of India in the interest of farmers, and since he is seeking time to file reply to the present application, Mr. Subir Kumar, learned counsel, upon instructions on behalf of respondent No.3, submits that respondent No.3 shall continue the registration of farmers for selling their cotton at CCI Centres under the MSP Scheme beyond 31st December, 2025, till 16th January, 2026, as the main Public Interest Litigation is posted on 16th January, 2026. He further undertakes to file reply to the present application on or before the said date. The statement made on behalf of respondent No.3 is accordingly accepted.
