The respondent nos. 3 to 7 are the State authorities for whom the notices are waived by the Additional Government Pleader. Mr. Thakare, learned Additional Government Pleader submits that the communications are issued to the respondent nos. 3 to 7. However, all these respondents have chosen not to establish contact with the Office of the Government Pleader either by giving instructions on merit or otherwise seeking time to file reply in the matter. As such, we take it that the respondent nos. 3 to 7 are having no intention to submit their response. 3.

That being so, we saddle costs of Rs.5,000/- each on these respondents to be deposited in this Court within a period of one week from today.

We further direct the respondent no.5 to remain present before this Court on the next date of hearing.

Ms Tapadia, counsel appearing for the respondent no.9 seeks time to file reply.

Similarly, Mr. Kathane, learned counsel appearing for the respondent no.2-NHAI submits that by 29.04.2025 an affidavit shall be placed on record.
