The applicants (original petitioners) are seeking permission to amend the petition in terms of the schedule of proposed amendment, in order to add further grounds of challenge on the basis of certain documents, copies of which have become available to the applicants. 2.

Having perused the contents of the application and the proposed amendment, we are of the opinion that permission to amend can be granted as addition of the proposed grounds would not change the nature of the challenge raised by the petitioners, and such documents being placed on record would assist the Court in comprehensively deciding the dispute raised by the petitioners. In view of the above, the application is allowed. The amendment as per the schedule of proposed amendment shall be carried out within two weeks from today. Amended papers shall be served on the respondents within one week thereafter. 4.

The respondent-authorities are granted time of six weeks from today to file reply affidavit. No further time shall be granted. 5.

List the petition on 6th January 2026.
