In this application the applicant has made allegations which demonstrate an alarming state of affairs. The FIR in the present case was registered against the applicant and others as far back as on 07.07.2011, bearing FIR No.20/2011 at the Ambajogai Rural Police Station, District Beed.

It is specifically alleged by the applicant that more than fourteen years have gone by and till date charge-sheet has not been filed. The present proceeding is concerned with offences under the provisions of the Essential Commodities Act and the Sugarcane Control Order, 1966.

In a recent order dated 08.04.2025 passed by the Court of Judicial Magistrate, First Class, Ambajogai, concerning permission sought by this applicant for travelling abroad, it was observed that till the said date charge-sheet had not been filed.

On this ground alone we are inclined to entertain this application seeking quashing of the FIR. Prima facie, there appears to be inordinate delay in completion of investigation and filing of charge-sheet. 5.
It is to be noted that by communication dated 29.07.2025 issued by the Police Inspector of the concerned police station under Right to Information Act, 2005, the applicant was informed that charge-sheet bearing No.6/2011 was filed on 15.01.2024 before the Court. But, evidently, the copy of the charge-sheet is neither available with the concerned Police Station/Investigating Officer, nor the concerned Court at Ambajogai. This is a serious matter.

Hence issue notice, returnable on 04.11.2025. 7.
Learned AGP waives notice on behalf of both the respondents.

In the meanwhile, the Principal District Judge, Beed is directed to conduct inquiry into the matter and report to this Court as to the factual position with regard to the filing of charge-sheet in pursuance of the said FIR. The report shall be prepared within three weeks and it shall be submitted to the Registrar (Judl.) of this Court, to be placed along
