However, learned advocate for the appellants submits that investigation is almost over and mere formality of filing of the charge-sheet is remained.

It is surprising that even though offences are serious, the Investigating Officer has not filed the charge-sheet till date. The Investigating Officer is directed to file the reply indicating the reasons as to why the charge-sheet is not filed till date.
