Seeking a direction to the Commissioner of Police, CBD Belapur to register a First Information Report against Dilip Devidasrao Pawar under the relevant provisions of the Bharatiya Nyaya Sanhita and Bharatiya Nagarik Suraksha Sanhita for submitting a forged and fabricated experience certificate and manipulating the records, the petitioner has filed this writ petition intending to invoke the jurisdiction of this Court under Articles 226 and 227 of the Constitution of India. The petitioner appearing in-person submits that he was pursuing the matter for the last twelve years with the competent Authority but no step was taken by the Department and, therefore, he is compelled to approach this Court.

In the writ petition, the petitioner states that the respondent no.5 produced only his bio-data but such document cannot be accepted as valid experience certificate by the Maharashtra Public 1/2 30-WP-5155-2025.doc Dixit

Service Commission. The documents submitted by a candidate to the Maharashtra Public Service Commission are not available to the public in general and the petitioner does not disclose the source of information or the source from which he could obtain a copy of the said curriculum vitae of the respondent no.5. There are other statements made in this petition, such as, delay of eleven years in examining the experience certificate and undue influence by the respondent no.5 to alter the experience certificate submitted by him, which cannot be made a ground for registering a First Information Report.
