Applicant No.1 is the Gramsevak, and Applicant No.2 is the Sarpanch of Village Kolhare, Taluka Karjat, District Raigad. A complaint was filed, pursuant to which an F.I.R. has been registered. The complainant is a flat purchaser who has taken possession of the flat. The complainant's case is that the document on page 38, issued by the Group Gram Panchayat on 26 March 2021 and referred to as a "Completion Certificate," states that the construction of the building was completed as of April 2017 and that the building is ready for occupation.

Hence, according to me, it will be necessary to hear the informant in the present proceedings.

The learned Advocate for the applicant seeks liberty to amend the Anticipatory Bail Application to add the informant as Respondent No.2 and to annex certain documents that were not previously submitted in the Court proceedings. Liberty, as prayed for, is granted. 4.

The amendment be carried out forthwith.

The learned APP is directed to serve a copy of the amended Anticipatory Bail Application on the newly added Respondent No.2 through the Investigating Officer.
