Considering the submissions, learned counsel for the Passport Authority submits that, let applicant be directed to file Application for issuance of passport, and the Passport Authority will decide the said application on its own merit.

Considering the submissions of all learned counsel, I pass following order.
ORDER
i) Application is allowed and disposed of.
ii) The applicant shall file an application before the Passport Authority for issuance of passport. The Passport Authority shall decide the said application on its own merits without asking no objection of this court.
