Ld. Advocate for the applicant made a statement that in view of fact that substituted service under Writ Petition is not routed through the department, he is seeking permission to effect substituted service upon respondent nos. 9 to 14 in any newspapers as ordered by this Authority.

Hence, the applicant is allowed to serve defendant nos. 9 to 14 with Chamber Order by way of paper publication in two newspapers, widely circulated in the area of defendants, out of which one should be in regional language, and file affidavit of service accordingly.
