In this Writ Petition, the issue involved is concerning, the legality and validity of the clause 9 of the Ordinance O.106(B) 2015 1 of
of Solapur University, Solapur concerning the procedure for providing photocopy/ies of Answer -book/s to an examinee and the Procedure for Redressal Mechanism Ordinance, 2015. 2.
By the said Clause 9, what is provided is that the examinee can apply for photocopies of not more than two papers. Clause 1 of the said Ordinance shows that the said Ordinance was issued to bring transparency in the examination system and ensure its credibility. If the object of the Ordinance is to bring transparency in the examination system and ensure its credibility, then prima facie the right of the examinee to get photocopies cannot be restricted to only two papers.

As the issue raised in the writ petition is very important, and as the issue is raised by Ms. Rajshree Ramchandra Jalanpure, appearing as Party-in-person, who is a senior citizen, we appoint Mr. Anand Patil and Ms. Ketaki Patil, learned counsels of this Court, as amicus curiae to assist this Court.

In the meanwhile, Punyashlok Ahilyadevi Holkar Solapur University is directed to supply to the petitioner photocopies of her examination answer sheet of papers in the subjects of 2 of
Jurisprudence, Property Law, Interpretation of Statute, and Penology and Victimology. The same be done by 13th March 2026. 5.
