The learned Advocate for the Petitioner submits that he has tendered the Appeal to Respondent No. 3. He prays that Respondent No. 3 be directed to place the Appeal before Respondent No. 1, the Secretary, Medical Education and Drugs Department, Mantralaya, Mumbai. 4.
