The issue involved in the present petition is squarely covered by the earlier judgment of this Court in Writ Petition No.3853/2020 and in Writ Petition No. 10993/2019, wherein this Court has held that the withdrawal of advance increments will be only prospective and not retrospective and no recovery can be made of already granted increment. Considering the consistent view of this Court, it is difficult for us to hear the matter on the same issue. 2.

Learned A.G.P. submits that the particular Government Resolution i.e. Government Resolution dated 14th December, 2006 was not placed before this Court while deciding the above Writ Petitions. The State has not challenged the judgments nor has applied for review of the said judgments. We are therefore bound by the said judgments. 3.
