By the present petition, a limited prayer is made by the petitioner in terms of prayer clause (b). The said prayer clause (b) reads thus: "(b) By suitable writ, order or direction, this Hon'ble Court be pleased to direct the Respondent No.1-State to grant the proposal submitted by the Petitioner-Educational Institution seeking LOI to start proposed Senior College viz. Siddhivinayak Mahavidyalaya, Bajar Bhogav at Bajar Bhogav, Taluka: Panhala, District; Kolhapur and accordingly, to issue said LOI to the Petitioner-Educational Institution proposed senior college within the stipulated period which this Hon'ble Court may deem fit and proper; to start said proposed senior college within the stipulated period which this Hon'ble Court may deem fit and proper;

It is the submission of the petitioner that, as per the provisions of adn

933-WP-1685-2026 the Maharashtra Public Universities Act, 2016, the proposal has been forwarded for starting a new senior college in accordance with the prescribed procedure. According to the petitioner, the State Government is required to take a decision and issue the Letter of Intent in the matter. 3.

According to the petitioner, the said proposal is pending on the file of the State Government since January 2026 and the same has also been recommended by the respondent no.3-University to respondent no.1-State Government on 29th November 2025.

In view of the above, the State Government is directed to decide the pending proposal for granting the Letter of Intent to the petitionermanagement for starting the proposed senior college on or before 25th May 2026 in accordance with law.

The learned counsel for the petitioner shall inform the respondents about today's order immediately.
