The learned Counsel for the Petitioner makes a grievance that the copy of the report of Chief Executive Officer was not furnished to the Petitioner and, thus, the Petitioner was deprived of opportunity to meet the said report during the course of the proceedings before the District Collector and the Divisional Commissioner.
