Present petition has been filed for following relief :- A) Be pleased to direct the respondents to issue 40% Leprosy UDID Disability Card in favour of the Petitioner, as per the Online Application dated 20.02.2021 bearing the Enrolment No. 2727/00000/2102/143608 Exhibit B and in view of the proposal dated 17/03/2021 submitted by the Naib Tahsildar, Beed, in respect of issuance of the 40% Leprosy UDID Disablity Card in favour of the petitioner, Exhibit C.

The relief has been sought against two persons i.e. Respondent Nos. 2 and 3.

Petitioner submits that he has undergone treatment for leprosy in the year 2006 whereupon a certificate came to be issued in his favour on 17.07.2006. According to the Petitioner, though he has been declared as cured, yet he is permanently affected i.e. Leprosy Affected Person. Therefore, he had submitted online application for issuance of UDID Card with enrollment number 2727/00000/2102/143608 dated 20.02.2021. He is entitled to get such card in view of the policy of the Government of India which is implemented through Respondent No. 2. Further, the Petitioner submits that he has also made an application with Naib Tahsildar, Beed, on 17.03.2021 in respect of 40% Leprosy UDID Disability Card. However, both these applications have not been decided. Hence, he is before the Court.

Learned AGP waives notice for all the Respondents and also tenders copy of application dated 23.04.2025 by Petitioner to Respondent No. 2 wherein now he is saying that his application be cancelled and he is taking back all his complaints and he is not in need of such certificate. The letter is taken on record by marking Exhibit 'X'. He then submits that both the applications in prayer
- 3 - clause are of the year 2021. If the Petitioner files a fresh application, then it would be decided within a period of 8 weeks. 5.
The first and the foremost fact that requires to be noted is that it appears from the letter Exhibit X that it is given due to alleged threat of filing offence under Section 420 of the Indian Penal Code for disturbing the Government proceedings. Therefore, letter Exhibit X cannot be taken as a voluntary letter thereby withdrawing earlier applications. Another fact to be noted is that the Petitioner has then approached High Court Legal Services Sub-Committee, Aurangabad, Bench at Aurangabad in the month of December 2025 i.e. much after letter Exhibit X. Under such circumstances, we would presume that the Petitioner still intens to seek the Disability Card. 6.
Taking into consideration the fact that he had filed applications way back in the year 2021, it would be appropriate to direct the Petitioner to file a fresh application to the competent authority. Accordingly, we direct the Petitioner to file online application within a period of 15 days from today. After that application is filed, Respondent No. 2 should decide the same within a period of 8 weeks, as per the procedure and on its own merit.
