In all these matters, the grievance of the Petitioners is that their claims for seeking validity certificates are pending before the competent Scrutiny Committee. Some of the paternal relatives have received validity certificates, and some have been granted validity certificates even by this Court. The proposals of all these Petitioners were tendered on 4th June, 2025.

The learned Addl. GP/AGP submit that the Vigilance Cell inquiry is still not completed and pray for a reasonable timeframe.

The learned Advocate for the Petitioners relies upon the judgment delivered by the Hon'ble Supreme Court in Maharashtra Adiwasi Thakur Jamat Swarakshan Samiti v/s. State of Maharashtra and Ors.1 to contend that some of the paternal close blood relatives have been granted validity certificates and that detailed Vigilance Cell inquiries have been conducted.

In view of the above, we would expect the competent Committees to complete the proceedings and endeavour to deliver an order in these proposals, preferably before 31st July, 2026. If the Committees find themselves short of time, they are at liberty to move an application seeking extension of time by assigning reasons. 5.
