The petitioner prays for the following relief: "a) that this Hon'ble Court be pleased to issue a writ of certiorari or any other appropriate writ, order or direction under Article 226 of the constitution of India, thereby quashing and setting aside impugned debarment letter / order dated 30th January 2026;

b) that this Hon'ble Court be pleased to issue a writ of certiorari or any other appropriate writ, order or direction under Article 226 of the constitution of India, thereby quashing and setting aside the Show Cause Notice dated 24th July 2025 based on which aforesaid debarment letter was issued; c) that this Hon'ble Court be pleased to issue a writ of Mandamus or writ in the nature of Mandamus or any other appropriate writ, order or direction under Article 226 of the constitution of India, directing Respondent No. 1: i) to release the balance amount of the bill of Petitioner pending with his office at Piu Vidisha.

ii) release the bills of petitioner by Surat Piu holding on the account of letter received by the Respondent nol dated 30th Jan 2026 and previous bills on false grounds.

d) that the pending the hearing and final disposal of this petition, this Hon'ble court be pleased,

PDP 15-WP-6061-2026.doc i) stay the effect, operation and implementation of the Debarment letter dated 30th January 2026.

ii) to restrain Respondent No. 1 & 2 and the legal and other department at HQ / their representative, RO offices at Bhopal, Gandhinagar and Bhubaneshwar, from acting on, implementing or be influenced in any manner by the said debarment letter.

e) ad-interim relief in prayer clause (c) above be granted. f) Grant Rs. 50,000,00/ (Fifty lakhs) damage of reputation and financial loss due to loss of reputation & non-assignments of cases by several PIUs. g) That the cost of petition be provided and; h) that such other and further writs, orders, directions and reliefs as the nature of and circumstances of the case may require be issued/granted. 2.

Mr. Satish Chandra Upadhyay, the petitioner in-person seeks permission to withdraw this writ petition with liberty to explore the legal recourse as available to him.

Writ Petition No. 6061 of 2026 is dismissed as withdrawn with liberty as prayed for.
