APRIL 10, 2026 The order is sought to be recalled on the count that the Counsel for the petitioner in Writ Petition No. 4145/2024 was, in fact, not present, however, his presence is noted. Mr. Prakash Shah, learned Senior Counsel, submits that he would not press this ground, but would request to recall the order, considering the fact that the issue of jurisdiction and challenge to the Notification was made.

2] That being so, though we do not certify that Mr. A.M. Sudame, Counsel, was not present on that day, considering other grounds, we recall order dated 23/1/2026 passed in Writ Petition No. 4145/2024. The Writ Petition is restored to file.
