Heard learned Counsel for the petitioner and learned Additional Government Pleader for the respondent Nos.1 and 2.

By this petition, the petitioner seeking relief for quashing and setting aside a Communication dated 17.12.2025, issued by respondent No.3 - Maharashtra State Electricity Transmission Company Ltd., Jalgaon Division, wherein the petitioner was asked to submit the validity certificate within six months from the date of appointment. It is contended that the proposal of the petitioner itself was forwarded on 20.11.2025 for verification.

The petitioner is also claiming relief to direct the respondent No.3 not to take any coercive action and

2 1-WP No.248.2026 direction to the respondent No.2 - Caste Scrutiny Committee to decide the caste claim of the petitioner expeditiously. Though Caste Scrutiny Committee can be directed to decide the claim of the petitioner within stipulated period, however, so far as direction to respondent No.3 is concerned, it cannot be issued without hearing. 4.

Issue notice to the respondents, returnable on 30.01.2026.

Mr. A. S. Fulzele, learned Additional Government Pleader waives service of notice for respondent Nos.1 and 2. 6.

The petitioner to serve the respondent No.3 by any private mode of service available in law in addition to usual mode.

In the meanwhile, the respondent No.3 is directed not to take any coercive steps in respects of services of the petitioner.
