02. The petitioner, belonging to Nomadic Tribe-C category, is desirous of pursuing Ph.D. programme at respondent No.1-University. Accordingly, he applied and appeared in the examination. The result was declared on 3rd October, 2025. He stood qualified (Annexure-C). 03.

The learned Counsel for the petitioner submits that the petitioner was called for interview on 5th January, 2026. Accordingly, he appeared. The list of candidates eligible for provisional admission was published on 3rd February, 2026. Twenty Six candidates were enlisted. The petitioner's name does not appear in the list. The argument is that one seat was reserved for NT-C category. However, this seat has been given to the Open Category.

The petitioner raised a grievance through email, which was allegedly entertained by the Doctoral Council in the meeting held on 11th February, 2026. The Convenor of the Doctoral Council, vide email dated 14/02/2026, informed the petitioner that his concern has been taken cognizance of and that a sub-committee has been constituted to thoroughly examine the issue. The Convenor further informed that the sub-committee

19.wp.1953.26 2/2 will review the details and provide recommendation at the earliest and the petitioner will be updated after submission of the recommendation in due course.

The grievance is that, till date, the petitioner has not received any recommendation/communication. The learned Counsel submits that, to the best of his knowledge, the course has commenced without taking any decision.

Issue notice to the respondents, returnable on 24th March, 2026. 07.

In addition to the usual mode, the petitioner may serve the respondents through all other permissible modes, including email and speed post and shall file affidavit of service before the returnable date.
