In view of the above, we propose to dispose of the matter with a direction to Respondent No. 3 to take a decision on the proposal dated 02-01-2024 submitted by Petitioner No. 2 and to grant approval, if found eligible.

Accordingly, Respondent No. 3 is directed to take a decision on the proposal dated 02-01-2024 as expeditiously as possible and, in any case, on or before 15-07-2026.

The petitioners shall appear before Respondent No. 3 on 06-05-2026, apprise the authority of this order, and comply with the directions issued by this Court.

In view of the above directions, the writ petition stands disposed of.
